The Central Political Bureau of the Communist Party of China approved disciplinary action against two senior military officials on September 21 following investigations conducted by the Central Military Commission's Discipline Inspection and Supervision Commission.12 Zhang Youxia, a member of the Central Political Bureau and Vice Chairman of the Central Military Commission, and Liu Zhenli, a member of the Central Military Commission and former Chief of Staff of the Joint Staff Department, were found to have committed serious violations of party discipline and face criminal charges.12
Both officials have been expelled from the Communist Party and the military.12 According to investigators, their misconduct involved the intermingling of political and economic problems, with corruption and dereliction of duty occurring simultaneously, resulting in exceptionally large sums of illicit gain with extremely grave consequences and pernicious impact.2 Zhang Youxia and Liu Zhenli violated multiple party disciplines including political discipline, organizational discipline, clean governance discipline, work discipline, and lifestyle discipline, and their cases have been transferred to military procuratorial organs for criminal prosecution.12 Additionally, their status as delegates to the Party's 20th National Congress has been terminated.1
The allegations against them encompass charges that they abandoned their original mission and ideals, grew distant from the Party, lost party principles, and crossed red lines—specifically by engaging in factional activities and violating political discipline and regulations.2 On the economic front, they allegedly used their official positions to facilitate others' career advancement and received enormous sums of money, while also seriously violating clean governance rules by accepting gifts and monetary benefits.2
