However, Australia's Security Council bid faces international scrutiny over its record on Indigenous youth detention. The UN Committee on the Elimination of Racial Discrimination issued an early warning and urgent action procedure this year, noting that Indigenous youth comprise 60 percent of the adolescent detention population despite representing only 6.6 percent of the general population.2 Indigenous teenagers are 21 times more likely to be detained than non-Indigenous youth, and this disparity continues to widen.2
