一江碧水向东流 四川长江大保护十年生态蝶变

十年来，四川在长江流域生态保护中取得显著成效。全省水质排名由全国第七位跃升至第一位并稳定保持1，其中345个国省考核断面优良率连续三年保持100%，Ⅱ类及以上断面占比达73.6%，较"十四五"初提升8.3个百分点1。同时，"一江五河"水生生物单位资源量同比上升19.66%1。

在水生生物保护方面，四川建成全国唯一的长江鲟保育中心，保存有全国94%的长江鲟野生原种，并于今年4月首次实现历史产卵场自然繁殖1。赤水河国控断面水质长期稳定保持Ⅱ类，监测到的鱼类种类从2017年的109种增至149种1。宜宾地区累计放流长江鲟、胭脂鱼等鱼类2028.98万尾1。

伴随生态保护的进行，退捕渔民的转岗就业得到妥善安置。全省3800余名渔政协助巡护员规模居长江流域首位1，五年来助力1万余名有劳动能力且有就业意愿的退捕渔民实现就业1。同时，1.6万余名符合条件的退捕渔民纳入养老保险覆盖范围，1200余名符合救助条件的退捕渔民纳入低保或特困人员供养1。沿江地区传统产业加速转型升级，宜宾沿江动力电池、数字经济、新型储能等绿色低碳产业产值占规上工业比重达44.8%1。

Over the past decade, Sichuan Province has achieved significant environmental improvements in its Yangtze River conservation efforts, with water quality rankings rising from seventh to first nationally and remaining stable.1 The province's 345 state and provincial monitoring sections have maintained a 100% excellent water quality rate for three consecutive years, with Class II and above sections accounting for 73.6% of the total, an increase of 8.3 percentage points compared to the beginning of the 14th Five-Year Plan period.1 Additionally, aquatic biotic resources per unit area in Sichuan's "one main river and five tributaries" system increased by 19.66% year-over-year.1

Sichuan has established China's only Chinese sturgeon breeding center, which preserves 94% of the nation's wild Chinese sturgeon germplasm.1 The facility achieved its first natural reproduction at a historic spawning site in April of this year.1 Aquatic biodiversity has also improved markedly; for instance, monitored fish species in the Chishui River national control section increased from 109 species in 2017 to 149 species, while maintaining stable Class II water quality.1 Since 2020, Yibin City alone has released over 20.29 million fish, including Chinese sturgeons and rosy barbs.1

The province's transition has extended beyond environmental protection to economic restructuring. More than 3,800 retired fishermen have been converted into fishery patrol assistants, representing the largest contingent among the entire Yangtze River basin.1 Over the past five years, more than 10,000 retired fishermen with working capacity and employment aspirations have secured jobs.1 Social safety nets have also been expanded, with over 16,000 eligible retired fishermen enrolled in pension insurance coverage and more than 1,200 receiving subsistence allowances or special care support.1 In Yibin, green and low-carbon industries such as power batteries, digital economy, and new energy storage now account for 44.8% of above-scale industrial output value.1
