中共中央组织部、国家卫生健康委近日修订发布《公立医院领导人员管理办法》,对县级以上各类主体举办的公立医院领导班子成员的任职、选拔、考核、激励、监督、退出等进行了全链条规范1。
新规对公立医院领导人员的任职资格设置了明确要求1。一般公立医院领导人员需具备本科及以上学历和5年以上医疗卫生或相关管理工作经历,三级医院领导人员的工作经历要求提高至10年以上1。任职期限方面,每届任期为3至5年,同一岗位连续任职不超过10年1。考核评价上,领导班子年度优秀等次占比不超30%,领导人员优秀等次不超25%1。此外,医院领导人员管理工作时长不低于法定工作时间五分之四1。
新规明确规定薪酬制度严禁收入与医院经济效益直接挂钩,以强化公立医院的公益属性1。同时允许医院根据考核结果核定绩效薪酬,有条件的地区经批准可实行年薪制1。
China's Central Committee Organization Department and the National Health Commission have recently revised and released the Management Measures for Leaders of Public Hospitals, establishing comprehensive standards governing the appointment, selection, assessment, incentive, oversight, and exit procedures for public hospital leadership teams.1 The new regulations explicitly prohibit hospital leaders' compensation from being directly linked to the institution's economic performance, a measure designed to reinforce the public welfare mission of state-owned hospitals.1
Under the updated framework, leadership positions at public hospitals established by various entities at county government level and above are subject to these requirements.1 Candidates must possess at least a bachelor's degree and five years of prior experience in healthcare or related management fields, while leaders at tertiary hospitals must have at least ten years of relevant work experience.1 Term limits are set between three and five years, with continuous service in the same position capped at ten years.1 The regulations further restrict annual performance ratings, stipulating that no more than 30 percent of leadership teams and no more than 25 percent of individual leaders can receive top ratings.1
Performance-based compensation may be determined according to assessment results, and in regions where conditions permit and with proper authorization, annual salary systems can be implemented.1 Additionally, hospital leaders are required to maintain a minimum work schedule equivalent to at least four-fifths of the standard legal working hours.1
