Thermoplastic reflective road markings across Chinese cities are creating dangerous conditions during rainfall, with pedestrians and cyclists frequently slipping and falling on wet pavement.1 Shanghai's 12345 citizen hotline received 279 work orders related to road marking issues over the past three years, with 85 cases resulting in actual injuries including falls and accidents.1
The root cause lies in the materials used to enhance reflectivity. Glass microspheres embedded in these markings significantly reduce friction when wet, leading to poor anti-skid performance.1 Testing of thermoplastic reflective markings on roads nationwide revealed anti-skid values generally measured at or below 40 BPN (a scale where higher numbers indicate better grip), with most ranging between 20 and 30 BPN—falling short of national standards.1 At one intersection in Huangpu District, measurements showed an anti-skid value of 42 BPN, three points below the required standard.1
The problem has drawn attention from multiple levels of government, with at least 14 representatives from people's congresses and political consultative conferences at various administrative levels submitting proposals and motions addressing road marking anti-skid concerns.1 As early as 2012, a Shanghai municipal people's congress representative raised this issue formally, and Shanghai's Public Security Bureau responded by pledging to apply new materials for road markings at 100 intersections.1 More recently, on November 6, 2025, a woman surnamed Wang in Hangzhou fell after her shared bicycle wheel slipped on a zebra crossing while turning.1
