India's Telecom Regulatory Authority (TRAI) has revised its commercial communications rules to require caller-ID and call management applications to share user spam reports with a blockchain-based platform maintained by telecommunications operators.1 The new regulations, which took effect on Friday, have drawn criticism from app developers, particularly Truecaller, which commands more than 350 million users among India's over 500 million monthly active users.1
Truecaller has characterized the mandate as a "one-way exchange" and labeled it anti-competitive, arguing that the requirement forces the company to transfer valuable commercial data to telecom operators without reciprocal benefit.1 According to Truecaller's data, Indian users encountered approximately 42 billion spam calls in 2025, with the app blocking roughly 12 billion of them.1 The revised rules also prohibit call management applications from automatically flagging government-designated phone number ranges as spam, though individual users retain the ability to manually block such calls.1
The regulations extend beyond traditional spam to cover A2P (Application-to-Person) calls, which include automated and AI-generated voice calls.1 These services now require advance notification to operators before deployment, with undeclared A2P traffic classified as spam.1 Telecommunications operators are permitted to levy termination fees of up to 5 paise per minute on A2P calls under the new framework.1
