文旅部等十部门出台促进房车消费新措施

文化和旅游部等十部门近日联合出台促进房车消费新措施，以贯彻党中央、国务院关于扩大内需、提振消费的决策部署1。该措施涵盖房车供给质量提升、登记报废管理优化、通行停靠保障、营地建设加强、租赁服务完善和金融支持强化等九个方面1。

在管理政策调整上，小、微型非营运自行式房车的使用年限参照小、微型非营运载客汽车执行，不再设置强制报废年限1。同时，租赁小、微型自行式房车的使用年限由15年放宽至25年，旅居挂车的使用年限也由15年放宽至20年1。各地将被鼓励增加C6驾驶证考点1。

在营地建设与用地支持方面，不硬化地面的简易房车营地可依法按原地类管理1，符合《划拨用地目录》的房车营地可采用划拨方式供应用地1。

The Ministry of Culture and Tourism and nine other government departments have introduced a comprehensive package of measures aimed at boosting recreational vehicle consumption in line with central government directives to expand domestic demand and stimulate consumer spending 1. The new measures significantly relax vehicle depreciation rules and expand licensing access. Small and micro non-commercial self-propelled RVs will now follow the same usage duration standards as comparable passenger vehicles, with no mandatory scrapping age limit 1. For rental vehicles, the usage period for small and micro self-propelled RVs has been extended from 15 years to 25 years, while travel trailers have seen their allowable lifespan increased from 15 years to 20 years 1. Additionally, regions with appropriate conditions are encouraged to establish more C6 driving test centers 1.

Infrastructure development and land policies have also been reformed to support industry growth. Authorities will facilitate the construction of RV parking facilities and campgrounds across the country, with simple RV campgrounds featuring unpaved surfaces now permitted to maintain their original land classification according to regulations 1. RV campgrounds that meet the criteria outlined in the Land Transfer Directory may be supplied through allocation rather than auction 1.
