The 13th Beijing Xiangshan Forum convened from September 15 to 17, marking the international security dialogue platform's 20th anniversary since its establishment in 2006.1 The forum brought together approximately 2,000 defense and academic representatives from over 100 countries, regions, and international organizations,1 including more than 60 ministerial and military commanders-in-chief level officials.1
Held under the theme "Building Consensus on Stability, Jointly Promoting Security Governance,"1 the forum maintained its founding principles of equality, openness, and inclusivity while serving as a neutral platform for conflicting parties to engage in dialogue.1 Defense Minister Dong Jun emphasized in his address that "military force cannot resolve the root causes of contradictions, and coercive pressure only deepens rifts,"1 reaffirming that dialogue and consultation remain the only correct path to resolving disputes.1
The three-day gathering featured four plenary sessions and eight parallel working groups,1 addressing critical international issues including the global order, regional conflicts, Asia-Pacific security, the role of developing nations, artificial intelligence, space exploration, and maritime passages.1
