The UN Security Council voted on September 17 on a US-drafted resolution to extend the mandate of an expert panel monitoring Iran sanctions, but the measure was blocked after China and Russia cast opposing votes.1
China's permanent representative to the United Nations, Fu Cong, explained that Beijing voted against the resolution based on considerations for maintaining peace and stability in the Middle East and advancing a political settlement of the Iran nuclear issue.1 Fu Cong emphasized that military means and sanctions pressure are unhelpful in resolving the problem and that equal dialogue and negotiation are the only correct path.1
Fu Cong further noted that the United States had unilaterally withdrawn from the Iran nuclear agreement and applied maximum pressure on Iran, including the use of military force on two separate occasions during negotiations with Iran.1 The Security Council Resolution 2231, which had governed the Iran sanctions monitoring mechanism, expired and terminated on October 18, 2025.1
