States that fail to comply face potential loss of at least 20 percent of their National Security Grant Program funding [1].
Rhode Island Attorney General Peter Neronha stated: "The Trump administration is once again threatening public safety by illegally withholding billions of dollars in critical funding" [1]. Pennsylvania Governor Josh Shapiro characterized the administration's approach as taking "critical homeland security and disaster response funds hostage" [1].
