The U.S. Department of Justice has charged five men with participating in a coordinated scheme directed by Russian intelligence to conduct surveillance and plan assassinations across the United States and Europe.1 The defendants include two Russian nationals—Yuri Khrameev, 63, and his son Kirill Khrameev, 27—along with two Cuban citizens, Oemis Romagoza Durruthy, 35, and Yaidel Delgado Suarez, 35, and one Venezuelan national, Angel Eduardo Castro, 22.1 All five remain at large.1
According to the Justice Department, the men were "recruited to conduct attacks and assassinations globally, including within the United States."1 The charges include financial terrorism against all five defendants, with the Khrameevs, Suarez, and Castro additionally facing murder-for-hire counts.1 Among their alleged targets was a Russian dissident in Washington, D.C.1 The conspiracy also involved recruiting individuals to surveil Russian opposition figures and monitor civilian and military infrastructure in Europe.1 One recruiter was allegedly compensated $40,000 to "eliminate" or make someone "disappear," while another received $25,000 last year for carrying out a killing in Lithuania.1 The indictment was unsealed on September 16, 2026, following recruitment activity by Romagoza Durruthy in 2024.1
