上合组织秘书长：完善全球治理应让所有国家平等参与决策

上合组织秘书长叶尔梅克巴耶夫在第十三届北京香山论坛上指出，完善全球治理应让所有国家平等参与决策、共享成果 1。他强调，随着全球南方国家地位不断上升、新的经济和政治中心作用日益增强，国际秩序需要遵循更具代表性、更民主、更公平和多极化的原则 1。

叶尔梅克巴耶夫认为，当前的根本问题不在于国际秩序是否发生了改变，而在于国际秩序将依据哪些原则进一步变化 1。他主张构建更具代表性、更民主、更公平和多极化的世界秩序，并指出上合组织通过平等协商和相互尊重找到共同解决方案的经验具有借鉴意义 1。秘书长同时表示，全球安全建立在地区安全的基础上，如果不维护好每一个地区的安全就很难保障全球的安全 1。

Shanghai Cooperation Organization Secretary-General Yermekov delivered a speech at the 13th Beijing Xiangshan Forum, advocating that improving global governance should ensure all countries participate equally in decision-making and share the benefits 1. He emphasized that as Global South nations rise in status and new economic and political centers grow in influence, the international order must evolve according to principles that are more representative, democratic, equitable, and multipolar 1.

Yermekov highlighted that the fundamental issue at present is not whether the international order has changed, but rather according to which principles it will continue to transform 1. The SCO leader pointed to his organization's experience of reaching common solutions through equal consultation and mutual respect as a model for international relations 1. He noted that China's proposed Global Governance Initiative aligns closely with these principles and, together with the Global Security Initiative, provides guidance for strengthening strategic stability 1. Underlining the interconnection between regional and global security, Yermekov stressed that safeguarding security in every region is essential to ensuring global security, as global security is built upon the foundation of regional security 1.
