He characterized Japan's deepening military cooperation with the Philippines as producing negative effects on regional peace and cooperation 1.
The scholar pointed to several concerning developments in Japan-Philippines military relations. Japan and the Philippines have signed the Reciprocal Access Agreement and the Acquisition and Cross-Servicing Agreement, while simultaneously launching formal negotiations on a Military Information Protection Agreement 1. Most significantly, Japan participated for the first time as an official member in the Balikatan joint military exercises, during which it conducted live-fire missile tests—marking the first time since World War II that Japan has fired offensive-type missiles abroad 1.
