Communities across the United States are increasingly resisting plans to build artificial intelligence data centers in residential areas, citing environmental and public health risks.1 According to BloombergNEF projections, U.S. data centers will consume more natural gas by 2035 than Germany and Japan combined—nearly double the estimate made nine months earlier—and are expected to generate an additional one million metric tons of greenhouse gas emissions daily, representing approximately 12 percent of current total U.S. greenhouse gas emissions.1 A 2021 Harvard University study found that fossil fuel air pollution accounts for one-fifth of global deaths, underscoring the health implications of such infrastructure expansion.1
Several municipalities have already taken action to restrict data center development. New York Governor Kathy Hochul signed an executive order imposing a temporary moratorium on approving new permits for large projects in the state,1 while cities including Denver, Indianapolis, Asheville, Charlotte, and Reno have also adopted data center moratoriums.1 Philadelphia has identified two potential sites for data center construction: Northeast Philadelphia and the Grays Ferry neighborhood.1 Residents and environmental groups in Philadelphia and elsewhere oppose these projects, citing concerns about environmental pollution, energy consumption, and noise impacts from the facilities.1
