根据规划，产业链安全水准需显著提升，在集成电路、先进计算、消费电子、基础电子、能源电子等领域培育具有竞争力的世界一流企业12。研发投入强度预期达到3.5%12。根据现有数据，2024年电子信息制造业规模以上企业营业收入已达16.19万亿元1，2025年1至11月实现营业收入15.6万亿元1。
