New Zealand's government has declined to follow the United Kingdom and 11 other countries in imposing economic sanctions on goods produced in Israeli illegal West Bank settlements, despite international legal obligations that experts say should compel such action.1 The UK Foreign Secretary David Miliband has characterized settlement activities as "ethnic cleansing of Palestinians carried out by settler terrorists," with which the Israeli military is "complicit."1 New Zealand's Foreign Ministry spokesperson has stated that the country has "historically been reluctant to use trade measures to address foreign policy issues," yet this position appears inconsistent with New Zealand's own precedent.1
The New Zealand government, in fact, swiftly implemented trade restrictions against Russia following its 2022 invasion of Ukraine, banning imports of gold, oil, and natural gas while imposing a 35 percent tariff on all Russian imports—measures enacted just three weeks after the invasion began.1 The contrast underscores an argument that similar decisive action should apply to Israeli settlements. According to the International Court of Justice's 2024 advisory opinion, all countries are prohibited from recognizing Israel's illegal presence in occupied Palestinian territory and must "refrain from any economic or trade dealings with Israel regarding these territories."1 Yet New Zealand remains among the minority of nations refusing to recognize Palestine as a state, unlike 157 countries including Australia and most European nations that have done so.1
The scale of the settlement enterprise and recent violence underscore the stakes of New Zealand's position. Israel has constructed approximately 160 settlements in the West Bank since 1967, housing around 700,000 people.1 In August 2025, Israeli Finance Minister Bezalel Smotrich announced the E1 settlement plan to construct 3,000 housing units east of East Jerusalem, claiming the project would bury "the idea of a Palestinian state."1 Over the past 18 months, the UN Office for the Coordination of Humanitarian Affairs has documented more than 300 Palestinian deaths at the hands of Israeli soldiers or settlers, compared to 20 Israeli deaths by Palestinians, alongside the displacement of over 6,000 Palestinians.1
