These problematic searches occurred between 2023 and late 2025, according to EFF's analysis of hundreds of documented cases.1 The Fishers Police Department responded to at least one violation by issuing a "reprimand" to a detective who entered "blah," though another officer who typed "idiot" faced no consequences, partly because the investigation exceeded the 90-day review threshold.1 The EFF characterized the broader pattern as indicative of systemic inadequacy, stating: "Absent warrant requirements, limited safeguards, and insufficient audit procedures, police treat expansive surveillance networks like personal search engines."1 Flock subsequently modified its system, transitioning from free-text reason fields to preset dropdown menus, a change the EFF views as a loss of transparency.1
