A Russian drone attacked a passenger train near the Ukraine-Poland border on September 14, destroying the locomotive.2 The strike occurred in Ukraine's Volyn region, approximately two kilometers from the Polish border.2 According to officials, the train had been carrying high-level Western dignitaries, including former British Prime Minister Boris Johnson and a former U.S. CIA director, who had recently departed a Ukrainian station.1 Officials suggested the attack may have been deliberately targeted.1
European leaders responded to the strike by condemning Russia's actions as an attempt to intimidate Western supporters of Ukraine. EU Foreign Policy Chief Kaja Kallas stated that the attack was "clearly meant to deter Western countries from supporting Ukraine," adding that "we should do the opposite and show that we are not afraid in Ukraine."2 Finland's Prime Minister Petteri Orpo called for "more measures against Russia, including more political measures and sanctions,"2 while Lithuania's President Gitanas Nausėda characterized the incident as Russia "testing our democracy."2 France's Foreign Minister Jean-Noël Barrot described the attack's aim as "to intimidate Europeans, to stop them, and most importantly to divide them,"2 and Ukraine's Foreign Minister Andriy Sybiha asserted that Putin believes Russia is "actually" fighting Europe.2 Germany's Foreign Minister Boris Pistorius, however, warned that "we cannot be forced to escalate the conflict with Russia."2
