Dario Amodei, chief executive of U.S. AI startup Anthropic, published an article on January 12 calling for global coordination to slow the pace of AI development. He stated that AI technology advancement had "accelerated sharply" during the summer and that the tech industry "must slow the pace of enhancing AI model capabilities." 1
However, Amodei's proposal included multiple restrictive measures targeting China. According to the article, these measures encompassed prohibiting exports of powerful AI chips or semiconductor manufacturing equipment to China, combating "distillation" practices by authoritarian regimes, and strengthening defenses at AI companies to prevent the theft of "model weights." 1
China's official response was swift and critical. The Global Times characterized the initiative as a "cold war script in the AI domain," noting that it contained "numerous containment clauses aimed at China." 1 China's Foreign Ministry spokesperson Guo Jiakun stated that spreading threat narratives and engaging in confrontation and malicious competition would only disrupt the global AI governance process and serve no party's interests. 1
