9月14日下午，国务院事故调查组召开首次会议，明确要求按照"科学严谨、依法依规、实事求是、注重实效"和"四不放过"原则，尽快查明事故原因、严肃追究责任1。调查组还要求在全国范围内深入排查火灾隐患1。
