Carney is scheduled to address the European Parliament on September 17, where he will outline his vision for the deepened Canada-Europe relationship.12 Canada has already become the first non-EU nation to join the EU's defense procurement initiative,1 and is set to participate in the Eurovision Song Contest in 2027.1 Some senior European officials have expressed concerns about the feasibility of Carney's plan, citing the incomplete ratification of a Canada-EU trade agreement from a decade ago by several member states.2
