A Cuban national working as a dance instructor in Russia directed a coordinated campaign of arson and infrastructure attacks across four European Union countries in 2024.1 Emis Romagosa Duruti, operating under the alias "Dios," recruited operatives from Spanish-speaking countries via Telegram to carry out the destructive operations, offering payment of $1,500 per action plus bonuses.1
The sabotage network targeted critical infrastructure including building supply businesses, public transportation facilities, recycling centers, and Ukrainian military equipment production sites.1 Within a four-month period in 2024, Romagosa directed recruiters to execute arson attacks at two construction supply companies in Poland, a public transport depot in the Czech Republic, a recycling facility in Romania, and a Ukrainian weapons production site in Lithuania.1 Additional incidents during that year included fires at a shopping mall and an IKEA store in Poland, arson in Lithuania, incendiary devices planted in logistics centers across multiple countries, and drone operations targeting a Ukrainian cargo aircraft in Leipzig.1
Lithuanian prosecutors publicly attributed the campaign to Russia's military intelligence agency GRU and added Romagosa to an international wanted list.1 At least nine recruited operatives have been arrested and faced prosecution or imprisonment, including Colombian national Luis Alfonso Murillo Diosa, who was sentenced to six years in prison after his arrest in Bucharest in July 2024 while photographing a recycling facility.1 Romagosa married a Russian woman in 2022 and subsequently obtained Russian citizenship, conducting operations from the city of Petrozavodsk.1
