Sacks contends that both firms dominate the frontier AI landscape and therefore hold the autonomy to moderate their own development pace without external mandates. 1 "You guys are the frontier. By any reasonable metric — market share, revenue growth, model capability — the two of you have a duopoly on frontier intelligence," he stated, adding that if their unreleased models present sufficient safety concerns to warrant restraint, he supports their decision to operate responsibly. 1
The venture capitalist criticized what he characterized as the companies' strategy of framing regulatory frameworks as necessary preconditions for responsible development. 1 He accused them of seeking to use regulatory approval as cover for competitive cooperation, warning that "Stop pretending antitrust law has to be suspended so you can form a cartel." 1 Sacks further argued that conditioning responsible behavior on obtaining their preferred policy outcomes constitutes implicit coercion, stating: "Demanding your preferred regulatory framework as the price of that will look like blackmail of the public and the political system." 1
Sacks also suggested that business incentives alone may already motivate the companies toward greater caution, noting that following operational incidents at Hugging Face, both firms have economic reasons to prioritize reliability and predictability over raw capability. 1
