Wales's First Minister Reuven Ap Iorwerth has warned UK Prime Minister Andy Burnham that he must understand devolution's distinct meaning for Wales and recognize the nation's separate status.1 In an interview, Ap Iorwerth stated: "He now needs to understand what devolution means for Wales, it is completely different. We are a nation. We are not a region in England."1
Ap Iorwerth, who took office in May 2024, expressed concern about Burnham's approach to devolving police and justice powers to the Welsh Government, despite Burnham's pledge not to circumvent the devolution settlement.1 The First Minister pointed out a significant disparity in authority, noting that "Burnham as Manchester mayor has more control over policing than I do as First Minister of Wales."1 Wales remains the only part of the UK without control over its police and justice systems.1 UK Welsh Secretary Stephen Kinnock stated in July that he was "not entirely convinced" about devolving police powers, further highlighting the tension over these issues.1
The disagreement comes against a backdrop of political shifts in Wales. Plaid Cymru has broken Labour's dominance, securing 43 seats in the Senedd (Welsh Parliament) as the largest group, while Reform UK has grown from 2 seats in May to 34 seats out of 96 total.1 Ap Iorwerth indicated willingness for Plaid Cymru to cooperate with Labour to prevent Reform UK from gaining power.1 He is scheduled to meet with counterparts John Swinney of Scotland and Michelle O'Neill of Northern Ireland on Monday.1
