Despite this significant adjustment, the new requirements remain substantially below the actual economic cost of traffic fatalities. According to NHTSA data, the average economic cost of a fatal traffic accident in the United States is $1.6 million, equivalent to approximately $2 million in current dollars based on 2019 figures.1 This gap underscores how California's insurance minimums continue to fall short of compensating for the true societal impact of road deaths. The disparity is even more pronounced when compared to European Union standards, which mandate €1.3 million per person and €6.45 million per accident—approximately $1.5 million and $7.4 million respectively—with automatic adjustments every five years based on the European Consumer Price Index.1
The long-stagnant coverage levels have contributed to a broader insurance crisis on American roads. As of 2023, approximately 33.4 percent of drivers nationwide lacked adequate coverage, including 15.4 percent who were entirely uninsured and 18 percent who were underinsured.1 In 2019 alone, traffic accidents imposed a total cost of $340 billion on the U.S. economy, representing 1.6 percent of GDP, with roughly three-quarters of this burden—approximately $261 billion—absorbed by unrelated parties through insurance premiums, taxes, and congestion costs.1 The increased coverage from $30,000 to $50,000 is projected to add approximately $101 annually to insurance premiums, or roughly $8 per month.1
