Disability advocates and pedestrian rights organizations have raised alarm over the proliferation of abandoned e-bikes cluttering walkways. Zak Viney, an activist with Living Streets, stated that "irresponsible parking of e-bikes causes many problems, preventing people from safely walking and pushing on streets."1 Erik Matthies, policy director at the Royal National Institute of Blind People, emphasized that abandoned e-bikes are "overwhelming blind people, those with visual impairments, and wheelchair users."1 The issue takes on particular significance given that approximately one in ten of London's 1.5 million daily cycling trips involve dockless e-bikes.1
To address the fragmentation in enforcement, London's 32 boroughs currently operate under differing policies, prompting calls for coordinated action. Camden councillor James Slater stressed the need for "a unified approach across London."1 Efforts to establish such coherence have gained momentum following the passage of the England Devolution Act in April, which granted Transport for London the authority to develop a regulatory framework applicable across the entire city.1
