On September 10th, the Shenzhen Municipal Health Development Research and Data Management Center convened a seminar on medical data as a factor of production, focusing on how to strike a balance between opening up and regulating the flow of medical data in the healthcare sector.1 The event, held in the afternoon, served as the 30th edition of the "Four Seasons Smart Gathering" forum, which has been organized continuously since its establishment in 2019.1
Participating experts examined the transition pathway from data silos toward compliant circulation of medical data.1 A central principle emphasized during the discussions was that "compliance is the bottom line, and circulation is the way forward," according to Wang Qinglan.1 The experts stressed the importance of releasing data value while maintaining privacy and security protections, thereby providing practical guidance for the implementation of medical data trading.1
