Yi Bo, associate professor at the School of Law and vice director of the Human Rights Research Institute at Southeast University, has outlined how China-Latin America cooperation can help developing countries achieve their peace and development rights.1 Speaking on the fundamental importance of these rights, Yi Bo explained that peace rights encompass negative, positive, and participatory dimensions, while development rights emphasize peoples' autonomy in choosing development paths suited to their national circumstances.1
The foundations for such cooperation have been reinforced through recent multilateral commitments. The United Nations General Assembly adopted the Declaration on the Right to Peace in 2016, and Latin American and Caribbean nations declared their region a "zone of peace" in 2014.1 Building on this momentum, the fourth ministerial meeting of the China-Community of Latin American and Caribbean States (CELAC) Forum approved the Beijing Declaration and the Joint Action Plan on Key Areas of Cooperation (2025-2027) in 2025.1
To translate high-level partnerships into tangible benefits for ordinary people, China has committed substantial investments in human development and community projects.1 The Chinese government announced it would provide 3,500 government scholarships and 10,000 training places for personnel from CELAC member states over the coming three years, while simultaneously launching 300 small-scale, community-focused development projects.1 Yi Bo emphasized that realizing peace and development rights requires multi-dimensional cooperation through institutional frameworks, development initiatives, and capacity-building programs, all implemented with local participation and transparent, measurable outcomes.1
