The Ministry of Industry and Information Technology has released the "AI Plus Software" Special Action Implementation Plan, designed to advance the integration and application of artificial intelligence technology within the software and information technology services sector.1
The plan establishes concrete targets through 2028, including promoting application coverage across 20,000 large-scale software enterprises, implementing 100 intelligent transformation and upgrade projects at software companies, and developing 100 intelligent agent software benchmark applications in key industries.1 By 2030, the plan aims to achieve comprehensive intelligent upgrading of critical software systems.1
The implementation framework encompasses eight major areas: software production transformation, product intelligence upgrading, intelligent agent software cultivation, intelligent software services, infrastructure construction, and industrial environment optimization.1 Additional objectives include incubating five or more high-quality open-source projects and establishing 15 or more adaptation centers to substantially enhance industry verification capabilities.1
