In parallel, platforms have adopted new algorithmic models that distribute orders based on comprehensive factors, directing assignments to riders with the most efficient routes and lower timeout risks 1. In July, Beijing's Commerce Bureau and related departments issued the "Beijing Municipality Quick Delivery and Food Delivery Industry Non-Motor Vehicle Management Measures (Provisional)," establishing regulatory standards for the sector 1. These policy initiatives include measures such as prohibiting recommended routes that encourage violations and setting lenient delivery time windows 1.
The practical results of these interventions have been measurable across multiple cities. In Suzhou's pilot zones, the average order timer adds 71 seconds per delivery, and the rate of red-light running decreased by 20.9 percent 1. Similar "red-light pause timer" pilot programs have been rolled out in Suzhou, Wuxi, Beijing, and other cities 1. Earlier in January, the "Negative List for Algorithms in Life Service Platforms (Provisional)" had already been implemented to guide platform practices 1.
