办法对微短剧内容进行了明确规范1。微短剧被分为一、二、三类,实行分类备案公示和发行许可制度1;划定了11条内容红线1。针对快速增长的AI生成内容,要求AI生成微短剧需在每集明显位置添加提示标识1。在算法推荐方面,平台应优先推荐优质微短剧,不得使用诱导沉迷的算法模型1。
微短剧行业的规模已相当可观。截至2025年12月,我国短视频用户规模达10.74亿人,微短剧用户人均单日使用时长达129分钟1。上半年各平台共上线微短剧36.7万部,其中平均每天超过1500部AI新剧涌入市场,占比超过74%1。

The regulatory framework categorizes micro-short dramas into three tiers, each subject to classification filing and disclosure systems as well as distribution licensing requirements.1 AI-generated micro-short dramas must display a prominent disclosure label on each episode.1 Platforms are mandated to prioritize the recommendation of high-quality content and prohibited from employing algorithms designed to encourage addictive viewing behavior.1 As of December 2025, China's short-video user base reached 1.074 billion people, with micro-short drama users averaging 129 minutes of daily consumption.1 In the first half of the year, platforms released a combined 367,000 micro-short drama titles, with over 1,500 new AI-generated series entering the market daily and accounting for more than 74 percent of all new releases.1
