中国要求大型企业60天内现金支付中小企业账款

中国国务院办公厅印发通知，要求大型企业在货物、工程、服务交付之日起60天内以现金方式向中小企业支付账款，以解决中小企业收账难问题。1 对于故意拉长账期的大型企业，政府将由多部门联合进行约谈并督促整改。1

为强化支付规范，通知明确中央企业对中小企业应全部采用现金支付，政府采购项目也要求全额采用现金支付。1 同时，电子凭证服务平台不得新开立付款期限超过6个月的电子凭证，商业银行和商业保理公司也不得为付款期限超过6个月的电子凭证提供融资。1

China's State Council General Office has issued a directive requiring large enterprises to settle accounts with small and medium-sized businesses (SMBs) in cash within 60 days of delivering goods, completing projects, or providing services 1. The measure aims to address the persistent challenge of payment delays faced by SMBs.

The new policy establishes strict enforcement mechanisms to prevent violations. Authorities will conduct joint consultations with large enterprises that deliberately extend payment terms and impose penalties against non-compliant firms 1. Additionally, electronic evidence service platforms are prohibited from issuing new certificates with payment periods exceeding six months, while commercial banks and commercial factoring companies are barred from providing financing for such extended-term certificates 1.

To strengthen implementation, the directive explicitly mandates that state-owned enterprises adopt cash payment exclusively for all transactions with SMBs, and government procurement projects must be paid entirely in cash 1.
