曾被美国制裁 新疆公安高层升任中国公安部反恐专员

中国公安部近日发布人事任免消息，进行了副部长级职务调整。1北京市副市长兼公安局局长秦运彪升任公安部党委委员、副部长，同时保留北京市副市长和市公安局局长职务。1曾于2023年12月被美国财政部制裁的新疆公安高层高琪升任公安部反恐专员（副部长级），获授副总警监警衔。1

高琪于2024年7月卸任新疆公安厅副厅长。1美国财政部在2023年12月将其列入制裁名单，指控其参与镇压新疆维吾尔族、哈萨克族、吉尔吉斯族以及其他穆斯林少数民族成员。1

China's Public Security Ministry recently announced personnel changes appointing two senior officials to vice-ministerial positions 1. Qin Yunbiao, vice mayor of Beijing and commissioner of the Beijing Public Security Bureau, was elevated to vice minister of public security while retaining his Beijing posts 1.

In a separate promotion, Gao Qi, a former Xinjiang public security official previously sanctioned by the United States, was appointed counter-terrorism commissioner at the Public Security Ministry with vice-ministerial rank and the rank of deputy senior superintendent 1. Gao had stepped down as deputy director of the Xinjiang Public Security Bureau in July 2024 1. In December 2023, the U.S. Treasury Department sanctioned Gao, accusing him of participating in the repression of Uyghurs, Kazakhs, Kyrgyz, and other Muslim ethnic minorities in Xinjiang 1.
