深圳发布百万级补贴政策 重塑非国有博物馆扶持模式

深圳市文化广电旅游体育局颁布了新的《深圳市非国有博物馆扶持资金管理办法》，该办法将于2026年8月27日起施行，有效期3年1。新政策调整了补贴方式，从按参观人次补助改为按定级情况定额资助1。

根据新办法，国家一、二、三级博物馆分别获得每年不超过150万元、100万元、60万元的年度运行补贴1；优秀、合格的未定级博物馆分别获得每年不超过20万元、15万元的年度运行补贴1。临时展览项目资助额度最高为项目预算的50%，单个项目不超过20万元，每家博物馆每年申报不超过4个1。社会教育活动项目资助每个不超过2万元，每家博物馆申报不超过5个1。获评"全国博物馆十大陈列展览精品奖"的机构将获得不超过300万元的额外奖励1。

截至2025年底，深圳备案博物馆共66家，其中非国有博物馆44家，占比三分之二1。此次政策调整旨在重点扶持体现深圳特色主题的非国有博物馆，打造更具辨识度的博物馆体系1。

Shenzhen's Department of Culture, Radio, Television, and Sports has unveiled a new funding framework designed to strengthen the city's private museum sector. The revised Management Measures for Supporting Funds for Non-State-Owned Museums in Shenzhen will take effect on August 27, 2026, and remain valid for three years 1. The initiative marks a significant shift in how the city allocates resources to these cultural institutions, moving away from visitor-based metrics toward performance-based grants.

Under the new policy, annual operational subsidies have been substantially increased and restructured by museum tier 1. National-level museums classified as Grade I, II, and III will receive maximum annual subsidies of 1.5 million yuan, 1 million yuan, and 600,000 yuan respectively, while excellent and qualified unrated museums will receive 200,000 yuan and 150,000 yuan annually 1. Additionally, temporary exhibitions can receive subsidies covering up to 50 percent of costs, with individual projects capped at 200,000 yuan, and each museum permitted to apply for no more than four projects per year 1. Social education programs are supported at up to 20,000 yuan per project, limited to five applications per museum annually 1. Museums recognized with the National Museum Ten Outstanding Exhibition and Display Excellence Award will receive special recognition funding of up to 3 million yuan 1.

The restructuring also optimizes the ratio of operational subsidies, project funding, and awards at 1:1 1. As of the end of 2025, Shenzhen has registered 66 museums, with 44 of them being privately operated institutions constituting approximately two-thirds of the total 1. This comprehensive support system aims to foster a distinctive museum ecosystem that reflects Shenzhen's cultural character and identity.
