IAEA Director General Rafael Grossi expressed grave concern over the development, stating that the continued operation of enrichment facilities at Yongbyon and Kangson, coupled with North Korea's expanded weapons-grade nuclear material production, represents a serious proliferation threat in violation of UN Security Council resolutions 1.

Analysis by the James Martin Center for Nonproliferation Studies in 2025 indicates the new facility could produce approximately 85 kilograms of weapons-grade highly enriched uranium annually, sufficient to manufacture three to four nuclear warheads 1. In June, North Korean leader Kim Jong Un claimed during a facility visit that the country's weapons-grade nuclear material production capacity has more than doubled over the past five years 1.
