Government advisers have recommended a fundamental restructuring of Personal Independence Payment (PIP), Britain's disability benefit system, that would allow recipients to exchange cash allowances for alternative forms of support.1 The proposed reform would enable disabled people to choose in-kind assistance such as specialist equipment, professional services, or training instead of receiving their full monetary entitlements, which currently range from £30.30 to £194.60 per week depending on assessed needs.1
The recommendations form part of the Timms Review, led by Welfare Minister Sir Stephen Timms, with the full findings expected to be released within the next two months.1 The reform proposal comes after a mid-term report issued in July 2025 concluded that PIP was unsuited to its current purpose.1 Any restructuring would operate within the existing budget envelope, with annual expenditure currently projected at approximately £23 billion and forecast to reach £41 billion by 2029.1 Nearly four million people in England and Wales currently receive PIP.1
The proposal reflects concerns about the scheme's sustainability following previous controversy. Last year, the government withdrew a plan to cut £5 billion from disability benefits after facing significant opposition from backbench MPs.1 Recent polling by the Good Growth Foundation found that approximately half of PIP recipients support converting some of their cash payments into services.1 Additionally, advisers have criticized the existing rule that automatically suspends PIP payments after 28 days of hospitalization, describing it as causing unnecessary stress.1
