On July 29, Spain's CNI intelligence service alerted Moroccan and Ceuta authorities that WhatsApp and Facebook groups were circulating messages encouraging migrants to cross the following day.2 The messages, which reached approximately 180,000 people, stated: "Those who want to cross have a final opportunity. On King's Day (July 30) early in the morning, the authorities will be busy with celebrations and parades."2 Despite this advance notice, between July 30 and 31, at least 72,000 migrants crossed from Morocco into Ceuta, with at least 100 people dying during the crossing.2 As of the reports, up to 5,000 migrants remained in temporary camps or slept on streets and beaches.2
The disclosure of these documents has sparked a political dispute over government accountability.
