Philippine Defense Secretary Gilberto Teodoro sparked a diplomatic confrontation at a defense forum in Seoul on Tuesday when he received a note asserting that China neither accepts nor recognizes the 2016 arbitration decision on South China Sea claims.1 Teodoro responded pointedly, stating "Of course, because you lost," and characterized the move as disrespectful to international law and the forum itself.1
China's Foreign Ministry spokesperson Mao Ning subsequently accused the Philippines of "seeking attention and making trouble," while reiterating that Beijing's position on the South China Sea arbitration case remains "consistently clear."1 The 2016 Hague tribunal had ruled under the United Nations Convention on the Law of the Sea that China's sovereignty claims in the region were unlawful.1 China had declined to participate in the arbitration process initiated by the Philippines in 2013.1
Tensions have mounted periodically, including a 2012 standoff that led to China's de facto control of a disputed shoal. More recently, in July, Philippine forces accused Chinese coast guard personnel of striking Filipino sailors with wooden poles at the contested area.1
