中国大陆国台办发言人陈斌华表示，从1991年以来，台湾参加APEC会议及活动均按照"一个中国原则"和APEC有关谅解备忘录规定及慣例处理，今年也将如此1。
对此，台湾陆委会发言人梁文傑回应称，参加APEC会议的台湾官员和代表进入大陆海关时凭APEC会议邀请函即可，不需持台胞证1。台湾外交部曾在5月13日声明指出，台湾1991年签署的APEC入会备忘录中并无"一个中国原则"的文字1，并强调台湾与其他APEC成员在平等基础上参与各项会议及活动1。
Taiwan's Labor Minister Hong Shen-han is set to attend the APEC Human Resources Development Ministers' Meeting in Nanjing, Jiangsu on September 21.1 The trip has prompted a dispute over whether Taiwan officials require a Taiwan Compatriot Card to enter mainland China for the conference.
China's Taiwan Affairs Office spokesperson Chen Bin stated that Taiwan's participation in APEC meetings and activities has been handled "in accordance with the 'one China principle' and relevant APEC memorandums of understanding and practices since 1991, and this year will be no exception."1 However, Taiwan's Mainland Affairs Council spokesperson Liang Wen-jie countered that Taiwan officials and representatives attending APEC meetings enter mainland Chinese customs based solely on APEC conference invitation letters and do not need to carry a Taiwan Compatriot Card.1
Taiwan's Foreign Ministry further emphasized that the 1991 APEC membership memorandum signed by Taiwan contains no reference to the "one China principle," and stressed that Taiwan participates in APEC meetings and activities on an equal basis with other member economies.1
