Illinois Auditor General Christopher Meister released his second audit report on the state's Department of Children and Family Services (DCFS) covering the 2023-2024 period, finding that the agency has made measurable strides in implementing the Ta'Naja Law but continues to fall short of full compliance.1 The Ta'Naja Law took effect in January 2020 following the 2019 death of two-year-old Ta'Naja Barnes.1
The audit examined 50 case samples and revealed uneven progress across compliance measures.1 DCFS provided the required home safety checklists in only 18 percent of cases reviewed, an improvement from the 2 percent documented in the 2022 audit but still well below legislative requirements.1 In 13 percent of audited cases, the agency could not produce evidence of at least six months of post-reunification services for children, a substantial decline from the 58 percent failure rate identified in the previous audit.1 However, documentation gaps persisted in other critical areas: the audit found missing records for 16 percent of required physical examinations, 29 percent of vision screenings, 63 percent of hearing screenings, and 51 percent of dental examinations.1
Operational challenges continue to affect the agency's capacity to serve families.1 DCFS reported a 13 percent departmentwide vacancy rate, and the department has experienced significant leadership turnover, with current Director Heidi Mueller—who took office in February 2024—marking the agency's sixteenth director in the past twenty-one years.1 The case that prompted the Ta'Naja Law resulted in convictions of Ta'Naja's mother, Twanka Davis, who received a twenty-year sentence for murder, and her boyfriend, Anthony Myers, who was sentenced to thirty years in prison.1
