British Foreign Secretary Ed Miliband has unveiled sweeping measures targeting Israeli settlements in the occupied West Bank, marking a significant shift in UK policy toward Israel and Palestine.26 The sanctions include an import ban on goods from illegal settlements, restrictions on services for settlement expansion, advertising prohibitions for settlement properties, personal sanctions against individuals promoting settler violence, and arms export restrictions.6 Miliband characterized the situation as "ethnic cleansing" backed by the Israeli government, and declared that the UK's official position is that Israel's occupation of the West Bank "as a whole is unlawful."6
The British government will take action against specific companies and individuals providing construction, infrastructure, financing, or real estate services for settlement expansion.7 Additionally, Miliband stated that a "new comprehensive sanctions regime" would be introduced within six to nine months.11 The announcement comes after Israel has established approximately 160 settlements across the West Bank and East Jerusalem, home to roughly 700,000 Jewish residents, while approximately 3.3 million Palestinians live adjacent to these settlements.311 The UK formally recognized Palestinian statehood nearly a year earlier.3
Miliband's announcement represents a break with decades of Foreign Office caution on the issue, with the Foreign Secretary directly describing settler violence as terrorism rather than issuing routine diplomatic statements.12 The measures specifically target E1, an area where Israel has opened bidding for approximately 1,200 settlement housing units.10 Britain is coordinating this action with other nations: Canada, Denmark, Finland, France, Iceland, Ireland, Norway, Poland, Portugal, Spain, and Sweden have all announced their own trade restrictions or support for sanctions on Israeli settlements, bringing the total to twelve countries.711 The European Union has separately approved three sanctions packages targeting extreme settlers and their entities.7
The response from Israel and its allies has been swift and hostile. Israeli Foreign Minister Gideon Sa'ar declared that if Britain takes action against Israel, Israel will take action against Britain, and subsequently announced the closure of the British Consulate in East Jerusalem.5911 Israel has also imposed entry bans on eleven British parliamentarians, including Jeremy Corbyn, Diane Abbott, and all five Green Party MPs currently in office.11 The US Ambassador to Israel, Mike Huckabee, warned of an "undoubtedly" strong American response and predicted the sanctions could have "massive economic ramifications" for British companies.35 He also claimed the British action was motivated by "antisemitism."1 However, US Secretary of State Marco Rubio stated the White House would not adopt similar measures to Britain's.11
UN Special Rapporteur on Occupied Territories Francesca Albanese welcomed the import ban as important but emphasized it represents only a first step and that more forceful action is necessary to produce meaningful impact.1 The Work and Pensions Secretary Pat McFadden clarified that the measures are specifically targeted at settlement expansion and are "not a boycott of Israel" itself.35
