该行动计划围绕科研范式高能级创新、产业发展高价值赋能、消费提质高品质供给、民生福祉高质量保障、治理能力高效能跃升和全球合作高水平开放六大重点领域部署23项任务1。计划明确提出新一代智能终端、智能体等应用普及率超90%的具体指标1，推动深圳率先步入智能经济和智能社会发展新阶段1。
Shenzhen's municipal departments, including the Bureau of Industry and Information Technology, the Development and Reform Commission, and the Science and Technology Innovation Bureau, have jointly released the "Shenzhen Action Plan for Promoting Artificial Intelligence and Application Development (2026–2028)"1. The plan establishes major goals for the city's artificial intelligence sector over the coming years.
By 2028, Shenzhen aims for its AI core industry scale to surpass 300 billion yuan, with the number of AI enterprises exceeding 3,0001. As of 2025, the city's AI core industry revenue stands at approximately 220 billion yuan, maintaining its leading position in China's first tier of comprehensive industrial strength1. The action plan projects that penetration rates for next-generation intelligent terminals and intelligent agents will exceed 90%1.
The initiative encompasses 23 specific tasks organized around six priority areas: high-capacity scientific research innovation, high-value industrial development and empowerment, high-quality consumer goods supply, high-quality livelihood protection, efficient governance capability enhancement, and high-level global cooperation1. These tasks are supported by seven cross-cutting capability deployments designed to accelerate Shenzhen's transition into a new stage of intelligent economy and intelligent society development1.
