Three years after a devastating earthquake struck Morocco's Al Haouz region in September 2023, recovery efforts remain stalled for thousands of survivors despite significant reconstruction progress in other affected areas.1 The September 8, 2023 earthquake killed more than 2,900 people and injured over 5,500.1 While authorities have rebuilt or renovated 54,425 homes and distributed 7.2 billion dirhams (approximately 656 million euros or 770 million dollars) in government assistance, reconstruction has advanced unevenly across the region.1
The disparity in recovery has left many survivors frustrated and feeling abandoned. Some villages, such as Ighermane, have seen substantial progress, while others like Azgour lag significantly behind.1 Most troubling is that approximately 3,000 families remain excluded from government aid due to bureaucratic obstacles, including being classified as tenants rather than property owners or having their household registration in different locations.1 In response to these grievances, the National Coordination Committee of Al Haouz Earthquake Victims has called for an independent and transparent investigation into the compensation distribution process by local authorities.1 With Morocco scheduled to hold elections on September 23, some survivors hope the electoral process may bring improvements to their situations.1
