The survey of 4,656 respondents conducted between August and October 2025 comes as the government prepares to release two policy assessments that have raised concerns about potential restrictions on disability benefit spending.1 Approximately 4 million people in England and Wales currently claim Personal Independence Payments (PIP), the main disability support scheme.1 The government previously shelved a planned £5 billion reduction in disability payments following public backlash and rebellions from Labour backbench MPs.1 The Conservatives have proposed savings of £23 billion through a review, while Reform has claimed cuts to PIP could save up to £50 billion.1
Despite recent increases in disability benefit expenditure, overall welfare spending has remained relatively stable in recent years, according to the report.1
